He could easily be not claiming it for reaction tests or whatever. Your motivation reasoning doesn't line up. It relies on him using it arbitrarily and sub optimally.

If he doesn't full claim it's whatever, we're still lynching AM today, all he's doing is putting himself further up in the PoE.

If I had more time invested in this game, I would have done more for town then lead them down a trail of misery.
