Yes he is lol. You think Oda gave he and Imu the same eyes for no reason? Hell no. Mihawk is a descendent of the Nerona family. Oda can’t resist the temptation to have both Saint Shanks and Mihawk be Celestial Dragons because Oda simply isn’t a very good writer.

Also, the only top tiers in One Piece who weren’t born with all of their gifts are the Admirals and Garp. Aside from the Admirals and Garp, all other top tiers are genetic bums who would never be strong if they weren’t born with genetic blessings.

Zunesha and Caribou have the same eye pattern as Imu as well.
