In Egghead:
-Overwhelms Lucci and KOs him in 2 mins max (not a lick of haki used in those attacks)
-Toys around with Kizaru until Saturn arrives and lays him out in one hit
-Had to be nerfed by plot to make saturn look intimidating for 2 chapters (in Wano he was able to immediately recover from G5 in a even worse state but now he can't for no reason)
-Sniped Kizaru from across the island and laid him out again
-Casually BTFO Saturn
-Stayed behind to fight and overwhelmed Saturn and Kizaru in a 1v2 and soundly defeated both if not for regen hax
-Saturn got so pressed he had to call his homies cuz he knows he can't get past Luffy by himself
-Embarrassed Jupiter
-No one was able to land a hit or damage Luffy whatsoever the whole arc
The entire reason Oda kept the weaker Gorosei (and pizzarino) away from Luffy and assigned Warcury to him (he has seemingly infinite durability or attack reflection hax we still dk) is because he still wants to keep them alive and a threat in later arcs. Saturn, Venus and Jupiter who can be damaged by fodder commanders are better off staying the fuck away and fighting weaker SHs.

Basically you cannot provide a logical reasoning or explanation which would explain why Oda still draws the eyebrowflip and why Sanji has it when he tanks S-shark?
My explanation isn't headcanon, Sanji was already feeling weird.
The exoskeleton process was slow and developing, so it's a logical conclusion that in those panels his trasformstion didn't completely ending, but it was close to it since he started to show the exoskeleton rigeneration, after the eyebrow flip like a few pages after it was completed.
