Here is the other thing that you are forgetting, the Gorosei don't even care about going after the Straw Hats except Luffy, with WCI, the BMP goal were going after the Straw Hats.
The Gorosei's main goal was to shut down Vegapunk's message, Saturn even decided to ignore killing Robin because to him Vegapunk's message was more important.
Only Nusjuro decided to go after the Straw Hats and that's only because he saw their ship and decided to prevent them from escaping.
Also when it comes to WCI the tension after a while also kind of went downhill.
Again this arc is meant to tease the Gorosei for the future not where they can go all out right now.
Also any tension going forward is going to be less and less for the Straw Hats, we aren't in the WCI and Wano era anymore.

It also makes Luffy… unbearable. As someone who’s vocally hated Gear 4s design and fighting style, at least Luffy still showed some iota of intelligence. Now Luffy just plays around, acts like an idiot, then turns to an old man…

Most of the reason why this scenario feels like a joke, even tho there are 5 top tier legends on the opposing side, is cause of the G5 nonsense that insta kills any form of tension.
Once OP ends, G5 will be seen as the biggest mistake of this series.
