Nice misuse of devastating. Shanks divine departure on Kid was devastating, Whitebeards quake punch on Akainu was devastating, even Sanjis Boeuf Burst on Queen was devastating.

Sanjis speed blitz deflect into a counter attack drew blood but resulted in nothing more then superficial damage which dissapeared and Nasjuro immediately responded by attacking him. Scabbards made Kaido bleed, Gear 2 Luffy had Blackbeard bleeding from a single attack too. Context matters

Luffy's low tier attacks with no advanced haki weren't able to no, but I don't consider things like Mole Pistol, Dawn Whip etc as greater than Sanji's strongest attack.

Internal destruction + ACoC makes entire tiers of difference.

Yes they are low tier attacks for Gear 5, Pistol, Whip Rocket, literally Luffy's lowest level moves in any form, the kinda shit he was using at the start of the series just in G5.
