If they had that many, every admiral would be using a Meito.

They became admirals after Akainu became FA. This is pretty much clear from the timeline of events.

The original trio of admirals have stronger and rarer fruits than the current set. It could really be as simple as them giving them better sword to make up for the fact they lacked better fruits compared to the original

Also it’s the world government they don’t need to have all the meito but they definitely got a decent amount

I don't think he was a ex Beast Pirate, my guess is he was originally going to be a member of the Beasts Pirate, but Oda changed his mind or he was maybe Kaido's original dealer before Doffy.
