Even Teach without Quake is stronger than 3 billion Law.
It would be a close fight with destroying almost the whole island but Teach without Quake would beat 3 billion Law.
Rayleigh wouldn't admit inferiority to BB if BB doesn't have superior Haki and physical stats than 3 billion Law. Because Rayleigh doesn't use DF, and he is a bad match-up vs BB, and Rayleigh still admits inferiority despite that.
Scarring Shanks when BB had no DF also proves this.
Ace unleashed his best island size attacks that can block Aokiji's attacks, and none of them worked on BB, BB was laughing while taking Ace's best attacks, same as S-Hawk's mountain slash did 0 damage to BB.
Law is not on that level.
1- Temporary plot related defeat that didn't even last more than 1 day. Because of the plot, Oda wanted to show BB's right hand Shiryu's importance and Magellan had to chase Luffy and others in the next chapters, BB taking out Magellan there wouldn't set up Shiryu saving BB Pirates and proving his importance and Magellan couldn't chase Luffy and others.
2- BB took out Magellan later and put him into coma, Shiryu was avoiding a fight with Magellan, and if they fight it would be a close fight with both taking heavy damages, BB Pirates came to Marineford without a single scratch meaning that someone stronger than Magellan beat him, that was obviously BB.
BB wasn't overpowered, WB himself literally said BB was careless and overconfident, meaning that if BB wasn't careless or overconfident, that wouldn't happen. Try to read the series carefully.
Then, BB despite taking 2 attacks from WB (same WB KOed Akainu with 2 hits), BB was still able to draw his pistol and shot WB, BB was literally laughing next page while shooting WB.
Even after giving 2 free hits, WB couldn't handle BB there.
First of all ''running'' is not the correct term : retreat, happens all the time by even top tiers, it doesn't show superiority for power levels in One Piece, unless they specifically say they would lose or win similar to what Rayleigh said. Rayleigh literally says he would lose despite Teach retreating and these clowns are still talking about who ''run'' who retreat from who, it means only little, that only proves giving difficulty to each other thats why sometimes a superior fighter retreat vs a lower level fighter, another example is Mihawk vs Vista, Mihawk is superior to Vista, but Mihawk still asks postponement because he doesn't want to deal with the difficulty that Vista is going to give.
Oda probably got bored of low quality readers using this as an argument and he had to make Rayleigh say that he would lose to BB despite BB retreating. So another example that BB retreats because Rayleigh would give him difficulty before losing, still it doesn't mean Rayleigh is superior.
Oda also previously showed WB retreating vs fodder Marines, because WB literally says if they beat Marines, they will send more so they aren't going to keep fighting with them.

That alone debunks your nonsense about defeating Big mom.
