No, it is on Tobirama lol. You can argue against the manga I guess but Orochimaru puts the blame for it solely on Tobirama’s decisions and lambasts his entire tenure

But, on the uchiha matter, we literally got the answer to that in that very same chapter lol
Like, yeah Tobirama was cautious of the Uchiha. But with good fucking reason. The sharingan, at least MS is literally fueled by hate.
All of Tobirama's concerns also came true btw. Madara was alive and was sowing seeds of rebellion through tobi.
Sure tobirama has some blame. But it is manga fact that uchiha were messed up from within lol. The start of their clan was because of hate and jealousy. Their progenitor was manipulated by Black Zetsu from the beginning. And their literal prophetic stone tablet was a manipulation tool made by Black Zetsu lol
You can't put that shit on Tobirama. The uchiha would have rebelled with or without Tobirama's policies. That was always their fate.
With Cross Guild, Mihawk ended up being part of a large organisation with military might. But Mihawk pointed out that he doesn't want the heat that comes with being an emperor, that's why he refused and not because "he wasn't interested". It's not like anyone is interested in becoming an emperor, emperor is something you are recognized as if you are one of the greatest. Buggy didn't become Yonko because Mihawk wasn't "interested", it's just that Mihawk wasn't recognized as one.
Yonkou are the opposite of that. They are ambitious and anything but peaceful by nature - even the likes of Whitebeard, whose idea of a crew was family, loved to feast and fight and plunder.
Mihawk has no interest in being a Yonkou. That is plain fact.
He was happy for Buggy to be the face of Cross Guild because the man doesn't want the attention that comes with it. He doesn't care to lead or even delegate, he simply sets the terms of what will be. He only joined up because his peaceful life was coming to an end with the abolishment of the Warlords.
It would 99% not happen, even because Oda has other things to show, yet it is true Kizaru actually killed Vegapunk but it is also true at this point that he decided to stop at a certain point despite the gorosei giving their all and needing him, they killed Vegapunk (or at least we can say that until we see what happens in this chapter) yet they failed to stop Vegapunk message to the world so if Oda actually wants to it wouldn't be out of character for Akainu wanting to punish Kizaru the same way he punished the marines that were escaping Marineford war, it is absolute justice after all, not so so justice.

Do you want a Hokage who makes bad decisions or who doesn’t have the Will to make the hard decisions? They’re both bad in different ways but Hiruzen was Hokage for much longer through more difficult times
Yeah ngl, WCI for example made it perfectly clear there wont be any fighting involving BM, and we still got the amazing Luffy vs Katakuri fight
This arc was bunch of doo doo, it's a shame we got all these characters, I like Gorosei as villains, Kizaru, but they were handled like trash. Luffy is handled like trash, Vegapunk handled like trash, outside events carried the arc only, and some little bits here and there.
Master of stalling, all this could have been concluded in less chapters.
