Look at Moria, they declared him dead to public and then he showed up fine.

Even if we assume they will declare Saturn as dead, if he show up it will confuse them and make them think he survived somehow, even for some time is enough until Imu learns that and denies it he lived, I doubt Imu will immediately learn it until its too late.

Also, Seraphims will still take orders from Saturn as well.

Everybody at the higher floors knows about his death, they even elected a new Gorosei. So the Celestial Dragons and high-ranking Marines all know. About the Seraphim, it is unclear if Devon has an authority chip.

This has been my main issue with the notion of Blackbeard being the FV, his crew simply isn't up to part compared to the might of the WG.

Only way I could see it happen is if Teach somehow replace Imu as the king of the world and gains his power. Then he could power up his men like Imu is apparently doing with the gorosei.

But FV Teach is unlikely as long Imu is alive and kicking

Is Garling going to get a different Yokai transformation/DF or do we think that he will inherit Saturn's? It all depends on how the powers are granted to the Elders or if they are even required for the position. It's safe to say that Garling is just a strong currently regardless.
