The difference is that Shiki's crew consists of random dudes that are not as strong as Xebec's crew. As Sengoku said, all of the Rocks members hated each other and hate Xebec above everything.
If Xebec wasnt stronger than Whitebeard (in his prime), why Whitebeard would stay in his crew?
You can't say that their goals were aligned because they weren't. In fact, whitebeard's dream wouldn't be realized if he remained in the crew, because the Xebec crew was something completely contrary to a family.

I'm more amused by the Shanks stan confidence to say he would kick or end BB ass, let alone saying it's the actual plot.
The actual plot is the other way.
Villains and Good guys in this series fight due to different ideology which neither can be said who is right or wrong.

I won't be too confident to say Shanks is more important by "Plot" much worse Shanks beating BB or becoming FV ahead of Imu and BB.

But to defeat Xebec its necessary 1v2 him. Roger alone can't win...

But it was a 1v2, you can’t just assume Sengoku alone would defeat him because Sengoku and Garp teamed up to do it and still Marineford was torn to hell from the fight.
