Even if he doesn’t have the supposed feats you’ve listed (and it’s not like that’s steadfastly true since we still haven’t seen him for more than a few panels every six arcs or so), the author himself has directly called him the World’s Strongest Swordsman for many years and set him up as the final boss for the quasi-main protagonist since the very beginning, so...

Oda has treated Mihawk and his title very badly. But it does make sense why he does it. Zoro eos will not be on the same level as Luffy, and the people that he wants to surpass. Mihawk isn't as respected as the Yonko or even the Admirals and it really shows. I mean this guy wanted to test his strength against WB in marineford and was stopped by Vista....It can't be more obvious than that.
Mihawk might be able to cut almost everything and that's why he is considered to be the WSS. But of course, this doesn't mean that he is stronger than any character that wields a sword.
