Not consistently no. Jabra was beating him until diable Jambe and he and Bon clay were going toe to toe at points

Zoro did that before too. It's based on the opponents perception. He would never be able to do that against Kaido for example.

So he still outsped him in the end.zoro was having trouble with Kaku till ashura. Same with Mr 1 and ryumah . Stop claiming shit which isn't there

You're joking right.

One Piece is not a fighting manga where characters strength are determined by the opponents they fight or beat.

Luffy and Zoro opponents serve two different purposes.

Luffy opponents are typically tyrants who have taken over a city, town, village or island and Luffy (warrior of liberation) must defeat them to free the people from tyranny. How Luffy wins is irrelevant. That's why he typically receives help during his battles.

Zoro's opponents typically aren't overall stronger than. They just give him trouble in a certain area because of unique power or skill they possess. They are stepping stones to help Zoro prepare to face Mihawk by removing any weakness and/or push him to peak level in different areas.

If Oda follows that same path with Shiryu he will probably give Zoro trouble by have the power to erase his presence so that not even FS user can sense or see their future.

I'm sure people will say it won't effect Luffy just like they believed Luffy could oneshot King just for him to struggle against S-Bear because of King's powers.
