If loki is good, the logic is easy to follow. The ones he opposed, ie his father he killed, will have been bad. So would the rest of the Royals. So any siblings loki has, any uncles, his mom etc. The royal family would be the arc villains.
That kinda tracks with the usual arc structure too. Most of the shp get 1 v 1s. This way, they get too.
Hopefully it's Loki that is the main villain. And there's an evil giant org that supports him from the shadows.

Broggy and Dorry wouldn't even be a warm-up for Izo, who fought while severely injured against two high-ranking CP-0 agents and killed one in the process, and you think these idiots stand a chance against all those 9 monsters. LOL
Warcury only has basic Conqueror’s Haki (CoC), while Kaidou has advanced CoC—the difference in levels starts right there. Warcury is afraid of Kaidou, and that alone says enough. Base Kaidou solos Broggy and Dorry with ease.
Base Kaidou defeated all of them with relative ease, while LOKI was captured by people who are getting knocked out by a single G2 punch from Luffy, with basic Armament Haki (CoA). And the worst part is that the guy who got knocked out by Base Luffy's punch is probably one of the best things Elbaf has after Broggy and Dorry. So, from that, you can already gauge the level of the rest who beat up LOKI’s fodder. Unlike LOKI, whom the giants can detain and imprison, it's Kaidou who's out there imprisoning people (Samurai). A complete contrast, showing who's stronger.
Giants + Big Mom's military power + Big Mom herself could actually stand a chance against Kaidou. However, just the giants alone are only enough for LOKI. Kaidou, as always, is on a completely different level.
