No point comparing delusional characters to this situation. As we are nearing end game, and this island has had major foreshadowing and build up over the years, if dude says he could take out any pirate crew while holding a $2.6bill bounty, readers should take notice and not just think it's a throwaway line, and thats not to say that i believe he genuinely could, can already tell he's a bit of a trickster.

Old Rayleigh was out of practice unlike Old Garp/WB and apart from the inital cut was clearly shown on the back foot against Kizaru.
If anything I'd argue the fact that Teach backed off from his mission when Rayleigh showed up while Kizaru didn't is not good portrayal for Teach.

Win or lose against Akainu you risk getting your face or leg melted off (WB, Kuma, Kuzan). Simply too big a risk of being handicapped even if you win and who knows how many crew mates would have died.
Rayleigh a bit of the same. BB would likely have won as Ray said himself but I bet he would have won at the cost of an arm, leg or an eye. In fact I bet Ray would have made that his mission in order to give Boa an escape and Luffy a better chance in the future. BB doesnt have a DF that can replace missed limbs.
Kuzan is no slouch but his style is not as devastating as Akainus magma or Rayleighs swordsmanship.
