Now that I am skimming the front pages I'm going to actually echo Luka here and say that this is all dross and you need to stop looking for ways to cheese the game by open collaboration. At best you're relying on incompetence from the scum team which doesn't really require you do all this anyway.
Why don't you just assign each of these locations a number in sequence and then ask each player to generate a number randomly and go to the corresponding location?

These location mechanics are more often than not pretty inconsequential either way. If players RNG their location choices and this still results in some unwinnable game state, there's no real point in fretting about it in the first place, it's a rigged game.
So it seems pretty dumb to telegraph exactly what everyone is doing in exchange for voluntarily providing information advantage to bad actors.
If you repeat sequences of visits by RNG, you won't be able to check off every single location as quickly, but over repeated instances even if players didnt volunteer their info you would just about visit every one

So basically by openly saying "I'm going to XYZ", you're gaining an overall like 25% hit rate in unexplored locations when you factor in random duplications and informed decision making
