But Gaban has nothing to do with the ongoing story, we got Rayleigh already which is a more important figurative that could replaces Gaban spot
Can't be Shiki either since there's no relation to ongoing story.
We're past the OG Yonko era, WB, Kaido, BM all have fallen, no point going back to the remnants of Rocks or some former Roger pirates......Rocks himself would only appear in a God valley flashback....
