I agree some pirates like the Rocks duo have childish writing to them, but just take a look at Egghead, where Oda decides to put the spotlight on an Admiral (gorosei and Kuma too). Then you have Kuzan taking down his mentor in that fashion.
There's nothing childish about Fujitora's writing too, he's a very serious character with a shitload of skill and strength to back up his actions

Shanks having "near joyboy CoC" is not the end of the world, that's his redeeming factor as a top tier
