For me, it's Buggy 100%. At the beginning, he felt like this annoyingly forced comic relief character that was never funny.
Impel Down softened him a bit for me, and I started to like him. The Roger flashback and the chapter where he declared he wants the One Piece added so much depth to his character.
Now he's one of my favorites in One Piece, and it's still pretty crazy to me how someone like him has connections to some of the greatest figures in the series and has a level of relevance to the story far beyond what we initially thought.
