All marines and warlords were assembled weeks in advance to guard marineford from WB and anyone else who wanted to come(Including Kaido himself, until he was stopped by Shanks.) But they can not summon that entire force to impel down instantly. This is why Kaido originally sent Jack.

Nope, not all forces, Just Fujitora and Sengoku was enough to keep Kaido away from Doflamingo, who he believed would create an army for him. He cried afterwards
