No, his goal wasn't to annex Wano. He told the scabbards he would leave after taking Luffys head. He is also not speaking for the WG,but for himself. The government never entered wano for 800 years because they feared the samurai. Greenbull is talking about himself and how he felt like he had to go out of his way to come to Wano because of the collapse of the Kaido regime and to get Luffy.
Ryokugyu/Kaido scene doesn't justify so much talk. He was lecturing scabbards on how the world worked and that for how horrible his rule was, someone of Kaido prowess was a deterrent.
Speaking purely about himself, it means he's aware of Kaido's strenght and wasn't willing picking a battle with him and the beast pirates to go sightseeing in Wano which is... fine? It's not like he had a particular interest in the country, he told the scabbards he would leave as soon as he got Luffy's head even though Kaido was gone.
Somehow this is still taken as Ryokugyu saying "Kaido would've low diffed me and I was scared shitless of him because I really wanted to invade Wano and kill you all you see" by anti, confirmation bias is one hell of a thing lol.
When Kizaru asks Akainu if he could go stop Kaido/Big Mom from forming their alliance and complimented Luffy for being the man who took down Kaido without being particularly wary of him, he is "delusional" and "has no idea" of Kaido's strenght though. Funny how it goes lmao

What’s funny is that Primebeard and Saint Shanks stayed away from Wano as well, Whitebeard specifically shat his pants at the idea of Ace picking a fight with Kaido.
But you never see apes online arguing that Kaido was above Primebeard and Saint Shanks > Kaido is a pretty common take.
It is only Ryokugyu who gets the fact that he stayed away from Wano used to push Kaido > Admirals. Weird right? It’s almost as if the prime apes who make this argument don’t have any consistent logic and are reading the scene with an agenda to force an incorrect point. Lol
And these same people will make every excuse in the book for Kizaru ready to face Kaido and Big Mom alone, and Sakazuki having zero objections to that idea. LOL

None of the emperors openly admitted Kaido was solely reason they couldn’t get anywhere near Wano lol only twerkbull did. Trying to drag others down with that bum won’t work
