I guess a citizen of Skypea obtained the Nika fruit, and this generated the design that WW imagines. The design that Elbaf knows is probably the one from Joyboy's version, since he apparently had a relationship with Elbaf through Emeth(?).
Anyway, I believe that several versions of Nika can emerge because the Nika fruit is not restricted to staying on just one island, the fruits change users over time, and the government has NEVER been able to control it.

It's probably like @Salah WG theoried, where IMU has a series of powers which he lends out to Gorosei and HK alike, Gunko's arrow being the same "tail" IMU used against Sabo.

Belo empowers randos' wills.
IMU gives them discount DF powers without the need for a DF.

In the final battle, as IMU gets cornered, he will sacrifice all his Gorosei/HK henchmen and reabsorb all the powers, turning into his equivalent of Moriah's Shadow Asgard.

If the wg had perfect cloning tech since like 40 years ago, and they chose to fucking clone Koala, they deserve to get beaten by the nika clownery. They coulda literally cloned any of the gorosei, admirals, warlords, Roger when he got captured, or fuck it, they coulda just repeatedly cloned pranks even. That woulda been better than cloning kOaLa

They cloned Ginny (Koala's long lost sister) because 1. they had her DNA close by; and 2. they experimented on her and saw that she had a resilient body, maybe altered by the pregnancy of a buccaneer's baby, or some other bullcrap.
