You brought up the example of Shanks and Whitebeard so we're obviously talking this from a pre-TS timeline standpoint where Shanks wasn't interested.

Regardless, desire to find the onepiece means nothing. Kaido wanted to take over the world through war. Most pirates do it for personal gain not for a world war. We don't even know Shanks' reason to wanting it but we do know he's not interested in a waging a full scale war
