He is league more tanky than a human and that's how he was still able to take several giant hits despite being defenseless. I just don't think that's anywhere near enough to Gunko a low top tier. Low top tiers are characters that can fight a full power and unrestrained top tier for a prolongated period of time, not just hurt them.

Low top tiers are also those that can neg YC1 level guys which Gunko is about to do to Zoro. Her ability is also busted and just that alone puts her at low top tier.
She will fight Loki for some time when he gets free and after that she will loose. When Loki beats her, we will be able to establish him as mid top tier alongside the Old Trio

Shamrock is most likely stronger than Saturn

I mean possibly. But Luffy beat Kaido in wano. His Elbaf opponent should be a 5 billion tier fighter.

Im doubting if Shamrock can do that as it seems likely to me Oda will make him weaker than Shanks.

Garling on the other hand could definitely be a 5 B tier as he’s an immortal, and Luffy is yet to damage an immortal.

Not that I think it'll happen but it'd be really satisfying to see Zoro humble her—showing her what happens if he fate arrows approach him.

Shanks obviously won't be evil like the Kaido and Big Mom or like his father and brother, but I can still maybe see him being somewhat of an antagonist.

I mean he seems to have no problem allowing Yasopp to destroy Barto's ship while Barto and his crew were on it, and he allowed Dorry and Brogy to sink the Kid Pirates despite Kid's crew giving him the road poneglyphs and begging him to spare them.

He a pirate, but he not Evil evil. Like Kaido. Pirates are bad. They told you they not saints in chapter 1, but they not crazy evil like Kaido

Even if Shamrock calls someone else, they won't he stronger than Gunko.
Gunko is shown as the right hand of Shamrock who is the leader. After Shamrock, Gunko is the strongest of the HK. He wouldn't bring a the weakest member alongside to force an entire country to submit

Monet was put up against Nami and Robin so we knew she wasn't gonna be anything impressive. That's not the case here for Gunko
