It seems like it's a pattern that every red-haired guy in this manga is above Akainu in strength and hierarchy.

Either way, both Akainu and Sengoku are one of the most powerful characters in this manga and that "anti feat" when Akainu took Whitebeard's wrath doesn't suddenly remove his entire portrayal.
It remains to be seen if Shanks is stronger or weaker than Akainu. Just be patient and wait till Akainu proves his power as the volcanic terminator.

Meh, either way Lucci doesn't respect anyone, and he doesn't work under Akainu. Luffy taking down a Yonko wasn't enough for him. There's even the weird cover story where CP0 threaten Spandem, but idk what happened with that.
