The marines, and cp, maintain presense in all of the wolrd seas and have branches there, and are public known organisation who literal do Government work and issue bounty, have bases even in a back water east blue island (BEside CP9 and 0, altho even CP9 had a base in EL arguably) spanning at minimum 100k people+.

The Holy knights are at top 10 people that run around in hoods and are so tiny that even if something directly happens in the Holy land there is not someone directly there
