There’s really no need for analysis, Meme is the biggest joke in the manga.
People like to use that Roger avoided her and all that bs. Funny part is, Meme wasn’t even a respected pirate by then, it was ruled by Roger, Newgate and Shiki. Like, the bitch ain’t even in their calculations. However with the way Oda portrayed her you can get the complete picture, she’s a dumbass bitch, and no one messes with dumbass bitches as simple as that.

So no, Roger didn’t avoid her because she’s strong, Roger doesn’t even need to lift a finger, even his 3rd commander is capable of bitchslapping her, certainly old Rayleigh can do that too. Prime Rayleigh is non negotiable.

Problem is that for "legends" such as Rayleigh or Gaban we never really hear or read about their legend and legendary exploits to justify the hype they receive.

They wouldn't have any legendary status if they weren't on the Pirate King crew.
And this parallels with SHs as well. Nobody on the SHs have any individual clout, just association clout of being part of Luffy's crew
