Fighting, arm wrestling, call it what you want, its a show of strength, and Gaban aint afraid of challenging strength that is enough to beat kaido

Gaban can’t assemble a crew? Challenging strength in a “safe” environment is what Gaban is doing, sparring with Luffy not a real battle.
