Sanjino- depending on what Gaban does in the upcoming chapters, and what Oda cooks for the holy knights, 20- 60 percent.

Usopp- 5 percent. CoC doesn't fit his character, and Elbalf really does not feel like his arc, currently.

I don't mind both in the same arc, but Usopp has to unlock it first because he has been heavily foreshadowed and its important to his character..

Sanji getting CoC is almost entirely dependent on Gaban so we'll see in the next few weeks

Coward shouldn't have CoC. It would be a mistake to give it to Usopp imo regardless of his power level.

No issue with Sanji getting CoC, Nika's crew needs strong members.

Usopps haki pontential is so great that Oda had to implement it into a half non canon Movie Film Red, where he and his father showed dimensional observation haki, something no other characters in the OP verse was able to show. They communicated through dimensions ! It's only a matter of time until it becomes canon, having so many devil fruits with dimensional worlds, Blackbeard, Bruno, Brulee (mirror world), Caribou, I am sure there are more, Imu might be able to ban people into a Void like dimension, then Usopps greatness will be needed. So CoC is a piece of cake.

I can see Sanji unlocking it but it's pretty dependent on Gaban. Left-Hand Man of the Pirate King gaining it isn't crazy. I wouldn't mind Usopp showing it if we get to see him prove he's worthy and accomplish something major, not just get handed it with little difference, but Usopp could go the story without it and it wouldn't be strange. Maybe he can prove he doesn't need it or to lie about it to be brave and strong.
