Oda literally said that it was a fantasy of his to draw powerful old folks that retained their strenght. I blame that VIZ translation that made it sound like Garp lost over half his strenght pre-ts (and since he was the old guy that should be the most in shape, others must have got even weaker by this logic)
I believe that in oda's mind, old legends push their prime version to solid high diff
