Luffy cannot touch Old Gaban without G5. This alone tells us all we need to know. It's the exact same thing with Kizaru only that Kizaru blitzed G4 on panel to. Since Luffy immediately reported to G5 means he needed it.

No.

Old Garp is still admiral level-ish as implied by his bounty, there’s no way Luffy is beating anyone relative to an admiral in one G5 session.
