We need to wait for the scans as this could be the equivalent of getting gassed that Tien beat Frieza, but it turns out he just beat his first form when Frieza can go all the way up to Black.
If Luffy's not using gears, ACoC, FS or even ACoA then bro is buns. Base Luffy w/ FS but without ACoC is like Queen level, he wouldn't even beat Katakuri. If that's the version Gaban faced before giving up then that's expected, it doesn't take much to clown that version of Luffy.

You assume basic CoO, you don't assume FS.
Typically, Oda makes it pretty obvious when FS is being used. With Shanks he even showed us the alternate future. With Kaido he made a statement that showed both he and Luffy were using it, when Luffy uses it he's shouted out every single move well in advance or there's some kinda focus on his eyes etc... If there's nothing like that then we can't assume it's being used.

The context is he's trying to take the key from him. So it's basically tag. We have to assume he's using FS in this situation otherwise there's no point to even bringing it up as part of Luffy's arsenal, there are no visual cues for FS (just like internal penetration).

There are no visual cues for FS but Oda does often indicate pretty obviously when it's being used. Somebody always says something - hell even against Kaido, Luffy said TB is hard to dodge even though he's seeing the future. If there's no statement like that vs Gaban then it's a safe assumption that he wasn't using FS. We'll find out soon enough, point is it's important to wait for the scans when it comes to Luffy because he has so many significant power-ups that he just might not have used.
