Yes, it's true the Gorosei do have a limited amount of time they can focus on pirates because they have to deal with other issues not shown in the manga much, just general rebellions, economic issues, Inner CD stuff I guess, but they should have known about Luffy's fruit since before Wano. We can give them a pass for like, Alabasta, but after EL is really pushing it, and by Marineford, there's not really an excuse

Human trafficking isn't exactly burglary or theft, dude. You just don't walk into a shady warehouse and hand someone a resume, you have to actively be a piece of shit involved with organized crime to get close to such a thing.
