It's BM and Mother Carmel all over again.
BM never ate a DF; she ate a DF user, trapping both the human's soul and the devil inside her.
Similarly, BB was fed Xebec's spirit, who haunts him to the point of not letting BB sleep. BB ate the Yami Yami, but it was Xebec's remains that consumed the devil from WB's fruit.

Garp hasn’t outright stated Xebec died . Blackbeard has been biggest debate he is not a single person and Luffy has even called him “they” . I am definitely interested if someone actually makes Xebec theory , he might turn out to be bigger villain than Imu if he turns out to be alive .

Yeah. In God Valley, Xebec still acted in a gray-ish area, since he was opposing genocide perpetrators and slave owners.
But with each new detail, Xebec appears to be no better. Likely, he didn't want to stop the abuses of the WG, but just to do them himself.
