I'd say the issue is that at very least if Redon didn't mess the page order it looks like Nami seems unscathed after taking an arrow kick. While Nami didn't die from Ulti headbutt, she still looked very fucked up.

Yes, but Blueno was only DF User alongside Lucci, Kaku & Kalifa didn't have any at the time,
Blueno was the one who fought Luffy while Zoro fought Kaku, before Lucci sent both flying,
He was also the one standing in the middle if that counts showcasing Rokushiki Techniques, while Kaku & Kalifa had to share Rankyaku Showcase, (Misleading Readers that Kalifa can Kick as hard as Kaku)
He got grabbed by Franky but He wasn't allowed to use Shigan on him by Lucci, and Sanji almost break his Tekkai, but remember that when Kalifa captured the Train, She asked Blueno to hold it, making Readers think He is Toughest among them, and then after They managed to escape, it was Blueno who appeared behind Sanji in a very intimidating & memorable Scene, and ended up capturing the Prisoners again,
Blueno was the one who looked like Lucci's Right Hand Man (Not to mention He was older than Kaku & Kalifa, and looked more Dangerous), but eventually it turned out that it's cuz He was reserved for Luffy & Gear 2 Hype, not because He was anything close to CP-9's Top 3.

The Straw Hats are pretty much fine, and Usopp getting hurt like that isn't anything new.
Oda giving Gunko a bit of hype right now isn't anything surprising, the real showing will come when we see her in a actual full battle.
Lol Gunko stans are hyping up Gunko for hurting Nami and Usopp, even though at the end they are both fine.
Also when that chapter came out, I remember when some were hyping up Apoo a lot because of what he did to Luffy and Zoro lol.
Then there is the whole thing with Ulti badly hurting Nami and Usopp, and despite how strong Ulti was and the hype she got, Oda still had Nami defeat her.
