Mihawks bounty is likely higher then Buggy's because while Buggy is known to be rivals and argued with Shanks, Mihawk is friends with Shanks and drinks with him. Everyone knows Shanks doesn't like anyone harming his friends, so the WG likely saw Mihawk as a potential threat because of that.
We also know that Mihawk is respected by members of the Baboon community, meaning he has political power similar to a yonko.
But realistically, Buggy is a Yonko and rival of the MC, while Mihawk fought the second main character and is rivals with Vista, so Buggy should be stronger and will likely have a higher bounty then Hawkeye eos

Cracker who does well, fights luffy close & long range is a gimmick but doffy isn't
Doffy got crushed as soon as g4 came out

Personally, I still don't really get why the WG would want to flood the entire world, given that they are still in power over a lot of it, but I'll give the plotline a chance given that they control most of it, but I'll give it a chance since global floods are kind of an interesting concept and is in a lot of mythology, in bad news, my Phone wont charge anymore, so I have to go to the gym without listening to music

There been so many fights in series that when the gimmick get remove that people can still be really hard fights.
I don't understand why people think the HK will be differnt .
That all of sudden all of them will turn super weak that don't happen in OP.
The point is be get pass the gimmick to get to the real fight.
