I don’t. I think Sanji should have CoC just because it opposes all of judges ideology. Her doesn’t need CoC coating.

But after the quadruplets were born, she got fucked because of the drug she took to mess with Judge's experiment and couldn't raise them like she did Reiju.

Our problem with judge is he believes humanity is a flaw in a soldier and sought to remove emotions and will to create perfect soldiers. Then treated Sanji like a failure cause he was born with both.

Also he could’ve gotten it from soras bloodline
