For me at this point in the story he's in that intermediate level between top and high tiers where Sabo and Yamato reside.

Personally I think the old legends would beat him in a serious fight due to having considerably greater raw power.

But he's somewhat close to being as good as them overall if only because he's not liable to gas out quickly the way they tend to do.
