The manga stopped being about that the moment the WG being oppressor was introduced, especially MF where WB made that speech.

Yes the WG is still a major enemy, but it's clear BB will still play a massive part there. There's a reason Oda's made him connected in some way to all of Luffy's family, a fellow D., and also the user of one of the most dangerous and strangest fruits in history. Not to mention stuff like his lineage, his connection to Rocks, and him aiming to rule the world.
