Doesn’t matter what their dreams are, what power up’s they get, or what feats they get oda will continuously push that the two are incredibly close power wise.

Eh, it varies, they're typically relative in strength but there are cases where Zoro's noticeably stronger. Right now is one of those cases
But you're right that they're usually relative. It doesn't really matter, though, since the Zoro agenda isn't just about him being stronger than Sanji, it's about him competing against other swordsmen, since that's what his actual dream is. As long as he keeps up his streak of never losing and beats Mihawk in the future, as well as permanently hardening Wado Ichimonji, the Zoro agenda is fine.

Now that Gaban has appeared, Oda will unleash more of Sanji, he is officialy the left hand

Even right now, Zoro isn’t noticeably stronger than Sanji.

And it may not be for you, but a lot of the Zoro fans hate the idea that Zoro and Sanji are at all similar in strength and even when Zoro surpasses Mihawk and gains a level of strength as the WSS he’ll still be comparable to Sanji.
