pretty much. also i think it's less of them needing it, and more of them having a top tier COC ability makes sense considering their haki portrayal. Jinbe's been around a lot of Yonkos and AdCoC users but was shocked when he felt Saturn and Mars' haki.

I was like 60/40 leaning Kuzan doesn’t have ACOC but post Gaban ACOC reveal and immortality counter I’m like 70/30 leaning he does

Not confirmed, but I think Kuzan’s clash with Garp + contender spread presence are probably pushing it to be more likely he has it than not.

Given Gaban’s lightning was ACOC there’s 0 reason to think Kuzan’s isn’t
