Your saying Sanji not like Zoro in terms of getting power ups but they are.
Oda carry sanji in another direction in wano power up wise but the parallel will end up the same by EOS .
Oda parallel Gaban with Sanji in a lot of aspect that this will happen by EoS and i don't even care if Sanji get it .

Sanji on the other hand is the opposite of being haki reliant hence why oda gave him genetic upgrades.

Oda is using sanji's parralel gaban whom has extreme observation haki to tell sanji that he does not have it. Which means oda is going to find a way to give sanji another genetic upgrade to compensate for his lack of not having coc to fight the holy knights
