Sure Zoro with mastered CoC would be a full blown top tier. But nobody really doubted that. What people did doubt was this idea that Zoro somehow met this milestone by defeating a guy who was fodder to the admirals.

That the thing tho: he is a low top tier and equal Oden without mastering CoC.
This should lead you to see how strong he gonna be.

I think the ambiguity of Gaban not answering Sanji's question about whether he had CoC is a bit sus.

It's good though as currently only Luffy and Zoro can effectively fight against the HK and it's confirmation Luffy has a much superior control to CoC than Zoro as expected.
