King can use flowing CoA haki and coat his sword with CoA haki. Zoro only best his haki with ACoC haki. That's much more impressive then Katakuri CoA haki.

What makes Katakuri CoA haki level 2? Let me guess, it's because he was beating Luffy haki. The same Luffy who's haki was beat by Doffy and Cracker.
