It'll be weird if Garp only faced an underling of Rocks considering he was looking for Roger who was himself looking for Rocks. Likely it was a battle between the three at first then the circumstances made Roger and Garp team up against Rocks, maybe Rocks planned to do something that had to be stopped at all cost.
