Up to what age? We know he helped her as a 5 year old get off WCI but then 3 years later we see she already has 500 million berry bounty and Terrorizing islands so clearly she was the one in charge by then.
Raising someone involves not just being the adult in the relationship, it involves being able to tell them what to do, instilling your beliefs into them, and providing them with food and shelter… Struesen was not doing any of these things by the time big mom was 8 years old… Her beliefs have been the same from before she met him, he obviously can’t tell her shit, and she was a menace on her own by then
