Sengoku has it and he was an Admiral.
Can't think of any reason why Oda gave it to him save the fact that he was Fleet Admiral so Akainu is almost guaranteed to have it imo.
Aokiji being his close rival and also Garp's successor is also very likely to have it.
Don't think Kiz, Aramaki or Fuji will have it however.

Sengoku got the advancement of being an old legen and iirc it was only confirmed in vivre cards which are debatable.

Kizaru was a part of trio alongside Kuzan and akainu. You can't separate Kizaru like that. In vivre card oda also confirmed Kizaru > Kuzan and height scalling also checks out.

In vivre card garp was confirmed to have coc recently but not Kuzan either.

But there´s no way Kuzans bounty will not be higher then Mihawk, probably around 4 billion

An ex Admiral joining the most dangerous and rising Yonko for sure should have a bounty in the 4 bil plus range if Admirals are 3 Bil. The intel alone is worth 2 bil at least.
