WG said they would accept Elbaph if Harald killed Rocks. We know they actually did make a deal after Godvalley. We can then assume that Harald probably betrayed Rocks in the end. That would actually be kind of sad because Harald is the only one Rocks sees as a friend and an equal, but I guess Rocks forgot Harald is a king and has other responsibilities...
