Yup, portrayal as Rocks equal suggest that he's stronger than all of them.
It's difficult to visualize any of the aforementioned having a rival/type dynamic with Rocks tbh.
Only one of them you could make an argument for his Primebeard given his dynamic with Roger.
Harald's potrayal is pretty stellar. Even though Rocks was able to make the titans of the current gen his subordinates, Harald was the one man that escaped his grasp even after actively trying to recruit him over and over again.

Rocks clearly likes Harald after all and Harald had to have been somewhat conflicted at least over what he was doing.
