Last chapter you literally had Tsuru who thought with Harald the marine would be unable to handle Rocks Pirates (implying she believed they could without him but he would be the tipping point) and Gorosei believing he could kill Xebec, Harald is narratively relevant enough, folks just ignore it because he's not a pirate
