Harald isn’t that out of the blue, we were told pre time skip that the Giant warrior pirates were the greatest pirates on the sea 100 years ago.

Oda realized that this statement didn’t make any sense after making Dory and Broggy so weak and making the One piece verse so much stronger than it was by Little garden. so Oda side stepped his own statement to say that Giants in general ruled the sea since all Giants were thieves and pirates, not just the Dory and Broggy pirates, the entire country was pirates basically.

So Oda is covering his tracks. Giants can’t be considered the top pirates of several centuries if their top man in each century isn’t pirate king tier

Plus it common that Oda have new top tiers pop up from history ( Oden , harlad , rocks ) and even current day . ( loki , new admirals , garland )
Really it should not be shocking that just like Wano that Elbaf has top tier leader in past there both suppose to be some of the strongest nations in OP .
